Expresses the sense of the Senate that the President should submit to Congress: (1) a detailed description of U.S. policy objectives in Libya; (2) a detailed plan to achieve those objectives; (3) a detailed estimate of the full cost of U.S. military operations in Libya and any other actions required to implement the plan; and (4) a detailed description of the limitations the President has placed on the nature, duration, and scope of U.S. military operations in Libya, as referenced in his March 21, 2011, letter to Congress.
