Amends Rule XXII (Precedence of Motions) of the Standing Rules of the Senate to allow a majority vote for invoking cloture (currently, 60 votes) on a motion to proceed to consideration of any measure, motion, or other matter pending before the Senate, or the unfinished business, unless more than two-fifths of the Senators vote against cloture (in which case the filibuster is sustained).
