Amends the federal criminal code to subject an individual who knowingly and for pecuniary gain, while representing himself or herself as a principal, officer, or director of an educational institution, files a petition for certification or recertification with the Student and Exchange Visitor Program for attendance at such institution of certain nonimmigrant students under false pretenses, to a fine, up to 15 years imprisonment, or both. Directs the United States Sentencing Commission to amend the federal sentencing guidelines and policy statements to reflect such penalties.
