Health Care Bureaucrats Elimination Act - Amends the Patient Protection and Affordable Care Act to eliminate the Independent Payment Advisory Board charged with developing and submitting to the President, for Congress to consider, detailed proposals to reduce the per capita rate of growth in Medicare spending.
Amends the Internal Revenue Code to increase the limitation on recapture of excess advance payments of the tax credit for health insurance premiums.

A BILL
To remove unelected, unaccountable bureaucrats from seniors' personal
health decisions by repealing the Independent Payment Advisory Board.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Health Care Bureaucrats Elimination
Act''.
SEC. 2. REMOVAL OF UNELECTED, UNACCOUNTABLE BUREAUCRATS FROM SENIORS'
PERSONAL HEALTH DECISIONS BY REPEALING THE INDEPENDENT
PAYMENT ADVISORY BOARD.
Effective as if included in the enactment of the Patient Protection
and Affordable Care Act (Public Law 111-148), the provisions of, and
amendments made by, sections 3403 and 10320 of such Act are repealed.
SEC. 3. OFFSET.
The table specified in clause (i) of section 36B(f)(2)(B) of the
Internal Revenue Code of 1986 is amended to read as follows:
