Streamlining Partnerships to Enhance Economic Development Act - Authorizes the Secretary of the Army to receive and expend funds from: (1) private parties and local interests for planning and design and studies of authorized work or projects for river and harbor improvement, and (2) states and political subdivisions for authorized flood-control or environmental restoration studies or projects.
