Supporting the goals and ideals of National HIV Testing Day.

Expresses support for: (1) the goals and ideals of National HIV Testing Day, and (2) the implementation of the National AIDS Strategy with clear goals and objectives to reduce new HIV infections.

Encourages: (1) state and local governments to encourage individuals to undergo counseling and testing for HIV and other sexually transmitted diseases, and (2) the use of rapid test kits approved by the Food and Drug Administration (FDA) for HIV testing.

Commends the President for emphasizing the importance of addressing the HIV/AIDS epidemic among all Americans.
