Amends the Federal Mine Safety and Health Act of 1977 to increase from 5 to 10 the minimum number of years of practical mining experience a person selected by the Secretary of Labor for appointment as a mine inspector must have. Requires mine inspectors assigned to the inspection and investigation of individual mines to have at least 2 years previous experience in the particular type of mining operation where such inspections are to be made.
