To authorize the President to seek to conduct negotiations with the European Union for purposes of entering into a trade agreement with the European Union, and for other purposes.

Grants the President authority to seek negotiations with the European Union (EU) for a trade agreement to reduce existing EU or U.S. duties or other import restrictions unduly burdening and restricting U.S. foreign trade.

Subjects such authority to all applicable congressional notification and consultation requirements.
