To require new policies and procedures to address duplication and inefficient spending in the Federal grants process.
Eliminating Duplicative and Inefficient Taxpayer Spending Act - Requires each applicant for a grant from an executive agency to submit in the grant application: (1) a list of each similar federal grant applied for in the prior year, (2) a list of each similar federal grant received in the previous five years, and (3) a statement of whether the applicant has ever been debarred or suspended from receiving grants. Imposes penalties on grant applicants who fail to provide such information.
Requires the Director of the Office of Management and Budget (OMB) to: (1) issue guidance to agencies for implementing this Act, and (2) establish uniform policies and procedures to ensure that agencies share information about grants within such agencies and with other agencies.
