To prevent the Secretary of the Treasury from hiring new employees to enforce the individual health insurance mandate.

Prohibits the Secretary of the Treasury from hiring any employee to carry out or enforce the provision of the Internal Revenue Code, as added by the Patient Protection and Affordable Care Act, that requires individuals and their dependents to maintain minimum essential health care coverage.
