To amend title 49, United States Code, to establish additional goals for airport master plans, and for other purposes.
Airport Master Plan Customer Convenience Enhancement, Security, and Sustainability Act of 2011 or ACCESS Act 2011 - Directs the Secretary of Transportation (DOT) to encourage (including through Federal Aviation Administration [FAA] advisory circulars) airport sponsors and state and local officials in the development of their airport master plans to consider as additional goals: (1) customer service, and (2) access to airport grounds and airport facilities.
