To reduce the operating costs of the United States Postal Service, to provide for continued postal services for certain areas, and for other purposes.
Protecting Post Offices Act - Eliminates scheduled payments for pre-funding the Retiree Health Benefit Fund by the U.S. Postal Service (USPS). Recalculates the amounts which USPS is required to pay to such Fund beginning in 2012.
Authorizes USPS to provide nonpostal services.
Prohibits USPS from closing or consolidating any post office or other postal facility in an area that has a high rate of poverty or unemployment.
Grants the Postmaster General authority to regulate rates for market-dominant mail products, except for rate discounts provided to mailers for the presorting, pre-barcoding, handling, or transportation of mail (workshare discounts).
