To establish a National Commission for Independent Redistricting to prepare Congressional redistricting plans for all States and to require Congressional redistricting in a State to be conducted in accordance with the Commission plan for the State.
National Commission for Independent Redistricting Act of 2012 - Establishes in the legislative branch the National Commission for Independent Redistricting to establish and approve a congressional redistricting plan for each state (beginning with the decennial census conducted during 2020).
Prescribes requirements for the preparation and approval of such a plan.
Requires the Commission to submit to Congress and the President legislation requiring that any congressional redistricting be conducted only in accordance with the Commission's approved state plans.
Provides for expedited consideration by Congress of such measure.
