To provide a temporary employee payroll tax cut for 2012.
Tax Cuts for the Middle Class Act - Reduces by 2% employment tax rates for employees and self-employment tax rates in calendar year 2012 (payroll tax holiday period).
Appropriates funds from the Treasury to the Federal Old-Age and Survivors Trust Fund and the Federal Disability Insurance Trust Fund established by title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act and the Social Security Equivalent Benefit Account established by the Railroad Retirement Act of 1974 to compensate for any revenue loss to such funds resulting from the tax rate reductions of this Act.
