Amends the Legislative Reorganization Act of 1946 to prohibit the pay for Members of Congress from being increased by any adjustment scheduled to take effect in a calendar year unless, before January 1 of such year, each chamber, by a roll call vote, adopts a concurrent resolution agreeing to such increase.
