To amend title 10, United States Code, to ensure that the retired pay benefits promised a person when they join the Armed Forces are not reduced.
Keeping Our Promises Act of 2011 - Makes any change regarding the entitlement of members or former members of the Armed Forces to retired or retainer pay or to the computation of such pay inapplicable to an individual who first became a member or former member before the effective date of the change, unless: (1) the member or former member affirmatively accepts the change, or (2) the change would have the effect of expanding the member's entitlement or eligibility to such pay or increasing its amount.
