Keeping IDs Safe Act of 2011 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act with respect to voluntary state transmittal to the Commissioner of Social Security of information from death certificates in order to correct OASDI program information.
Revises the Commissioner's authority to use or provide for the use of records corrected in reliance on such information for statistical and research activities conducted by federal and state agencies. Adds to such uses federal law enforcement and tax administration activities as well as statistical and research activities conducted by state agencies.
Declares that any information related to a deceased person received by the Commissioner other than under a contract with a state shall be treated, with respect to protection from disclosure under the Freedom of Information Act and the Privacy Act of 1974, in the same manner as information received from a state pursuant to a voluntary contract. Prohibits the use of such information for any purpose other than for correction of OASDI program information.

A BILL
To protect information received by the Commissioner of Social Security
related to deceased individuals.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Keeping IDs Safe Act of 2011''.
SEC. 2. PROTECTING INFORMATION RECEIVED BY THE COMMISSIONER OF SOCIAL
SECURITY RELATED TO DECEASED INDIVIDUALS.
Section 205(r) of the Social Security Act (42 U.S.C. 405) is
amended--
(1) in paragraph (5) by striking ``for statistical and
research activities'' and all that follows and inserting ``for
law enforcement, tax administration, and statistical and
research activities conducted by Federal agencies and for
statistical and research activities conducted by State
agencies.''; and
(2) by adding at the end the following new paragraph:
``(10) Information related to a deceased individual received by the
Commissioner of Social Security other than as described in paragraph
(1) shall be treated for purposes of paragraph (6) in the same manner
as information received as described in paragraph (1).''.
