Small Business Administration 504 Loan Refinancing Extension Act of 2011 - Amends the Small Business Jobs Act of 2010 to extend through September 27, 2013 (under current law, through September 27, 2012) the authority for Small Business Administration (SBA) refinancing of small business debt not involving business expansion under the SBA's local development business loan program.

A BILL
To amend the Small Business Jobs Act of 2010 with respect to small
business access to capital, and for other purposes.
Be it enacted by the Senate and House of Representatives of the
United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the ``Small Business Administration 504
Loan Refinancing Extension Act of 2011''.
SEC. 2. LOW-INTEREST REFINANCING UNDER THE LOCAL DEVELOPMENT BUSINESS
LOAN PROGRAM.
Section 1122(b) of the Small Business Jobs Act of 2010 is amended
by striking ``Effective 2 years after'' and inserting ``On the date
that is 3 years after''.
