Amends part A (Temporary Assistance for Needy Families [TANF]) of title IV of the Social Security Act to continue through FY2013 the authority for administrative penalties for a state's failure during the immediately preceding fiscal year to maintain qualified TANF expenditures at the applicable percentage of historic state expenditures (maintenance of effort).
