Short-Term TANF Extension Act - Continues through December 31, 2011, and make appropriations through the first quarter of FY2012 for, grants to states, Puerto Rico, Guam, the Virgin Islands, and American Samoa for programs under part A (Temporary Assistance for Needy Families [TANF]) of title IV of the Social Security Act. Excludes from this extension: (1) supplemental grants for population increases in certain states, or (2) activities related to the Contingency Fund for State Welfare Programs.

Amends part A (Temporary Assistance for Needy Families [TANF]) of title IV of the Social Security Act to continue through FY2013 the authority for administrative penalties for a state's failure during the immediately preceding fiscal year to maintain qualified TANF expenditures at the applicable percentage of historic state expenditures (maintenance of effort).
