Amends the Department of Homeland Security Appropriations Act, 2007 to repeal provisions prohibiting the Secretary of Homeland Security (DHS) from applying regulations establishing risk-based performance standards for the security of chemical facilities and requiring vulnerability assessments and the development and implementation of site security plans to public water systems or treatment works. Directs the President to delegate to the Administrator of the Environmental Protection Agency (EPA) the authority to apply such regulations to such systems and works. Requires the Secretary to provide technical assistance regarding compliance with such regulations to any facility or works operator.
