To establish a program that enables college-bound residents of the Northern Mariana Islands to have greater choices among institutions of higher education, and for other purposes.
Northern Mariana Islands College Access Act of 2011 - Directs the Governor of the Northern Mariana Islands to use federal funds authorized by this Act to award grants to public four-year institutions of higher education (IHEs) located in the states, the District of Columbia, Puerto Rico, or Guam to cover the difference between the in-state and out-of-state tuition and fees for students who have: (1) been domiciled in the Northern Mariana Islands for at least the 12 months preceding their enrollment in the IHE; and (2) received on or after January 1, 2008, a secondary school diploma or its equivalent while domiciled there.
Requires the Comptroller General to monitor the progam's effectiveness in expanding educational opportunities for such students.
