To amend title 5, United States Code, to require the Environmental Protection Agency to include in any notice of rule making a statement regarding the impact of the rule on jobs loss or creation, and for other purposes.
Establishing Public Accountability Act of 2011 - Requires notice of a rule making by the Environmental Protection Agency (EPA) to include a statement that identifies any net gain or loss of domestic jobs that is likely to result if the rule is adopted and the analysis used to identify that net gain or loss.
