Treats a member of the Armed Forces or a civilian employee of the Department of Defense (DOD) who was killed or wounded in a covered attack outside a combat zone as a member killed or wounded in a combat zone or an employee killed or wounded while serving with the Armed Forces in a contingency operation, respectively, for purposes of all applicable federal laws, regulations, and policies. Defines "covered attack" as an attack at: (1) Fort Hood, Texas, on November 5, 2009; (2) a recruiting station in Little Rock, Arkansas, on June 1, 2009; or (3) the Frankfurt Airport, Germany, on March 2, 2011.
Excludes from such consideration any member or DOD employee whose death or wound was the result of misconduct, as determined by the Secretary of Defense.
