Directs the Chief Counsel for Advocacy of the Small Business Administration (SBA) to study, and report to the congressional small business and judiciary committees on, the effects on the ability of small businesses to obtain patents that would result from changing from a first-to-invent to a first-to-file invention priority system under federal patent law.
