Expressing the sense of the House of Representatives that the United States should pursue the global elimination of obstacles to the proliferation of technologies and services that science has proven are necessary to address the most pressing environmental problems of our time.

Expresses the sense of the House of Representatives that the United States: (1) should pursue the global elimination of obstacles to the proliferation of technologies and services that science has proven are necessary for addressing the most pressing environmental problems of our time; and (2) has the ability and the obligation to provide global leadership in the advancement of this effort.
