To extend the supplemental security income benefits program to Guam and the United States Virgin Islands.

Amends part A (General Provisions) of title XI of the Social Security Act (SSA) to make Guam and the Virgin Islands eligible for the Supplemental Security Income program for the Aged, Blind, and Disabled under SSA title XVI.
