Mercury Emissions Reduction Act - Declares that this Act's purpose is to require the Administrator of the Environmental Protection Agency (EPA) to promulgate a rule that requires mercury emissions from electric utility steam generating units to be subject to Maximum Achievable Control Technology (MACT) standards under the Clean Air Act for hazardous air pollutants.
