To help keep students safe on school-run, overnight, off-premises field trips.
Phylicia's Law - Requires each local educational agency (LEA) that receives funds under the Safe and Drug-Free Schools and Communities program to develop and make publicly available a written school safety policy for off-premises, overnight field trips.
Encourages the Secretary of Education to provide guidance to such LEAs by taking the steps necessary, such as hosting a conference of interested parties, to further the development of a model school safety policy for such trips.
