To authorize the transfer of a naval vessel to the Mackinac Island State Park Commission of the State of Michigan.

Directs the Secretary of the Navy to transfer to the Mackinac Island State Park Commission of the state of Michigan all interest of the United States in an LCM-8 motorized vessel for nonprofit public use by the Commission.

Requires the Navy to deliver the vessel to the Commission in an "as is" condition.

Requires the Maritime Administration to cover all expenses for the transfer of such vessel.
