Amends the Federal Election Campaign Act of 1971 to apply it specifically to American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, or the United States Virgin Islands.
Applies to such jurisdictions specified criminal penalties relating to the intimidation of voters, interference by government employees, and voting by aliens.
