To establish the terms and conditions States must follow in carrying out Congressional redistricting.
Congressional Redistricting Formula Act - Requires any congressional redistricting conducted by a state after an apportionment of Representatives to be conducted in accordance with a plan which: (1) meets certain standards; and (2) is enacted in accordance with specified public notice requirements.
Sets standards regarding: (1) equal population for each congressional district in a state; (2) contiguity of territory; (3) consistency with the Voting Rights Act of 1965; (4) nondilution of the voting strength of any person or group, including any political party; (5) avoidance of fragmenting local government units; and (6) compactness of districts.
