Amends the Civil Rights Act of 1964 to prohibit any person, on the ground of religion, from being excluded from participation in, being denied the benefits of, or being subjected to discrimination under an educational program or activity receiving federal financial assistance.
States rules of construction concerning religious affiliation of educational institutions, accommodation of students' religious obligations, and the exercise of freedom of expressive association by expressive organizations.
