Amends the Federal Water Pollution Control Act (commonly known as the Clean Water Act) to require the Administrator of the Environmental Protection Agency (EPA), in addition to making capitalization grants for state water pollution control revolving funds, to make available additional funds for the same purposes (constructing publicly owned treatment works, implementing nonpoint source management programs, and developing and implementing conservation and management plans under the National Estuary program) for distribution among states that have adopted smart growth principles.
