Making supplemental appropriations for investments in transportation infrastructure, and for other purposes.
Building and Upgrading Infrastructure for Long-term Development Act of 2010 or BUILD Act of 2010 - Makes supplemental appropriations for FY2010 to: (1) the Environmental Protection Agency (EPA) for state and tribal assistance grants; and (2) the Department of Transportation (DOT) for the Federal Highway Administration (FHWA) for highway infrastructure investment activities, the Federal Transit Administration (FTA) for transit capital assistance grants, and the Office of the Secretary of Transportation for capital investments in surface transportation infrastructure.
Subjects all funds made available under this Act to the Buy American Act.
Rescinds a certain amount of unobligated discretionary appropriations made available by division A of the American Recovery and Reinvestment Act of 2009 as a required offset to appropriations made under this Act.
