To amend the Outer Continental Shelf Lands Act to require the chief executive officer of each drilling and production operation under a lease under that Act to annually certify the operator's compliance with all applicable laws and operating regulations.

Amends the Outer Continental Shelf Lands Act to require the operator of a drilling and production operation under a lease to submit annually to the Secretary of the Interior a specified certification by the operator's chief executive officer that the operator is in compliance with all pertinent laws and operating regulations.

Subjects the chief executive officer to a civil penalty for non-compliance with this requirement.
