To amend title 18, United States Code, to change the state of mind requirement for certain identity theft offenses, and for other purposes.
Identity Theft Improvement Act of 2010 - Amends the federal criminal code to eliminate the requirement in a prosecution for identity theft that the prosecution must prove that the defendant knew that the stolen identification documents belonged to another person.
