To amend the Internal Revenue Code of 1986 to make the child credit refundable for 5 years.

Amends the Internal Revenue Code to provide for the refundability of the child tax credit in taxable years beginning in 2009 through 2013 and to render certain limits on such credit inapplicable during that period.
