To amend title 38, United States Code, to deem certain service in the reserve components as active service for purposes of laws administered by the Secretary of Veterans Affairs.
Honors as a veteran any person entitled to retired pay for nonregular (reserve) service or, but for age, would be so entitled.
Provides that such person shall not be entitled to any benefit by reason of such recognition.
