Directs the Secretary of the Interior to report to the appropriate congressional committees regarding the economic situation in the Commonwealth of the Northern Mariana Islands (CNMI).
Extends by one year the date for beginning the transition period of U.S. immigration laws to the CNMI.
States that during such one-year period the CNMI visitor entry program shall be administered under CNMI law.
