Credit CARD Act Effective Date Change Act

Amends the Credit Card Accountability Responsibility and Disclosure Act of 2009 (also known as the Credit CARD Act of 2009) to make it effective upon its date of enactment (May 22, 2009), instead of nine months after such date.
