To amend the Small Business Act to make permanent the Community Express Program, and for other purposes.
Small Business Lending Promotion Act of 2009 - Directs the Administrator of the Small Business Administration (SBA) to carry out the Community Express Program in the same manner as the SBA's Community Express Pilot Program was carried out on September 8, 2009.
