General Aviation Security Enhancement Act of 2009 - Prohibits the Secretary of Homeland Security, except when an emergency exists based on a credible and urgent threat, from issuing a rule regarding the proposed rulemaking entitled "Large Aircraft Security Program, Other Aircraft Operator Security Program, and Airport Operator Security Program (Transportation Security Administration [TSA]-2008-0021)" unless the Secretary: (1) establishes a negotiated rulemaking committee; and (2) receives a written report from it detailing findings and recommendations.
Authorizes the Secretary to issue a prohibited rule if a credible and urgent threat demonstrates that an emergency exists necessitating the rule's immediate issuance to save lives or protect property.
