Ambassador's Fund for Strategic Exchanges Act of 2009 - Directs the Secretary of State to establish in the Voluntary Visitors Division of the Office of International Visitors in the Bureau of Educational and Cultural Affairs the Ambassador's Fund for Strategic Exchanges to bring political, economic, civil society, and other leaders to the United States for short-term exchange visits in order to advance U.S. strategic goals.
Authorizes appropriations.
