To amend title 10, United States Code, to use a time requirement for determining eligibility for the reimbursement of certain travel expenses.

Directs the Secretary of Defense (DOD) to reimburse the travel expenses of a beneficiary eligible for medical services through DOD when the beneficiary must travel more than 90 minutes driving time (current law requires travel of more than 100 miles) to receive such services.
