To extend the supplemental security income program to Puerto Rico, the United States Virgin Islands, Guam, and American Samoa, and for other purposes.

Amends the Social Security Amendments of 1972 to extend the Supplemental Security Income program under title XVI of the Social Security Act to Puerto Rico, the United States Virgin Islands, Guam, and America Samoa.
