To amend the Internal Revenue Code of 1986 to increase the amounts available in the Highway Trust Fund.
Highway Trust Fund Fairness Act of 2009 - Amends the Internal Revenue Code to repeal: (1) requirements for payments from the Highway Trust Fund for certain repayments and credits; and (2) the prohibition against interest-bearing obligations in the Highway Trust Fund.
