To authorize the Secretary of Energy to make grants to encourage cooperation between the United States and China on joint research, development, or commercialization of carbon capture and sequestration technology, improved energy efficiency, or renewable energy sources.
United States-China Energy Cooperation Act - Authorizes the Department of Energy (DOE) to make grants to encourage cooperation between the United States and China in joint ventures involving: (1) joint energy and climate change policy education programs; and (2) joint research, development, or commercialization of carbon capture and sequestration technology, improved energy efficiency, or renewable energy sources.
Requires joint ventures to be composed of both: (1) Chinese and United States private business entities; (2) Chinese academic persons (who reside and work in China) and U.S. academic persons; or (3) Chinese and U.S. federal, state, or local government entities.
