Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC), subject to exception, to promulgate regulations requiring before adopting, modifying, or deleting a final regulation: (1) publication of the specific regulation language; and (2) specific time periods for comments, replying to comments, and deadlines for comments. Requires the FCC to: (1) ensure adequate review time; (2) establish action deadlines; (3) publish any actions within 30 days; and (4) submit specified notifications to specified congressional committees.
Requires the FCC to annually publish the release schedule for all regular or intermittent FCC statistical reports and to notify the chairpersons and ranking members of specified congressional committees of the reason for any delay.
