Directs the Secretary of Transportation, acting through the Administrator of the Federal Highway Administration (FHWA) and in cooperation with the American Association of State Highway and Transportation Officials, to update the FHWA's research report entitled "Reduced Lighting On Freeways During Periods Of Low Traffic Density," FHWA/RD-86/018, dated August, 1985.
Requires the Secretary, based on the updated report, to issue guidance to states on reducing lighting on the federal-aid system during low traffic density periods.
