To assist courts in the States and territories with improving the administration of justice.

Authorizes the Attorney General to award grants to national nonprofit organizations to improve the administration of justice in state courts, including courts in U.S. territories and possessions, the District of Columbia, and the Commonwealth of Puerto Rico.
